TEPIC, Mexico, Dec 14 (Thomson Reuters Foundation) –
C ash-short cities with big ambitions to protect themselves from
climate change will be able to tap into $4.5 billion in loans
and technical support from the World Bank, working with a global
alliance of cities and local governments.
