The euro zone’s top bank
supervisor blamed a “mess” of diverging laws across the bloc on
Tuesday for the European Central Bank’s failure to stop Angolan
billionaire Isabel dos Santos, who is suspected of fraud, from
controlling a bank in Portugal.
